Quiz: How Did These Cars Get Stitched Up Like This?

A friend of mine from Europe sent me these pictures last night and we tried to figure out how the heck did these parked cars in Russia (or at least we think it's in Russia) get “stitched” up like this. I don’t know if it was the late night booze or something, but we couldn’t find a reasonable answer. If any of you have any ideas, feel free to leave us a comment below. -More pictures after the jump

That's not Russia.
Number's background is yellow, and there's a blus stripe on the left side. Probably EU country ;)

It looks like a French license plate and this seems to be some kind of "street art". You can see a large needle on the first shot.

It is for sure not in Russia, look at the registration plates, it is the French one, it is in France.

Well, first of all, I don't think it's happened in Russia (as the number plates are not in Cyrillic) - it rather looks more like the Italians or the Frenchies have done this. I've also seen those parking meters or whatever those posts are in Germany, but the German police uniform is rather different..

I think it must be some kind of a public performance or some sort. Perhaps a campaign which tries to get everybody to fasten their seatbelts or whatever?

Its the Japanese, they thought the cars were Whales so they harpooned them. Realised the couldnt be eaten and left the carcusses to rot.

To the person who commented that the cars were harpooned by the Japanese: although i think its reasonable to be against this sort of thing there is no need to make fun of 127 million people. Im not in favour of the industry at all but you cant justify a comment like that, unless you're a racist or a moron, or both.

Looks like London - the blokes in the last pic seem to be Police community officers.

It took place in London in May 2006 - it was street theatre called The Sultans Elephant performed by a french group called Royale de Luxe. As well as stitching the cars together there was a 'rocket' that crash landed in The Mall, a huge mechanical elephant that walked round the centre of London and a giant girl puppet that stood about 20 feet tall - pics can be seen here
