If the findings of our basic research on the subject are right (if not, leave a comment and we'll make a correction), these strangely modified vehicles filmed on the occasion of last weekend's 2012 Tokyo Auto Salon are named "bōsōzoku style" and belong to a Japanese subculture with roots to motorcycle clubs and gangs.
Typical styling traits include over-sized spoilers, exhaust pipes and fenders along with vivid paint jobs, with the cars kind of looking like they popped straight out of a manga cartoon.

They are more like a joyrider. Usually gangs or gangs wannabe youngsters. In japan its quite difficult to get guns and drugs, so young gangs wannabe spend money on vehicles.
5 years ago an experiment from Progressive in Texas where drivers voluntarily agreed to let the auto insurer put devices in their cars to essentially spy on them as they drove. The idea was that safer drivers would get lower insurance rates learn more at "Clearance Auto" on the web
